Minority- and Women-Owned Business Enterprises

The City of Dallas welcomes the involvement of qualified Minority and Women-owned Business Enterprises (M/WBEs) to the greatest extent feasible in the City's construction, professional services, and procurement programs. In consideration of this policy, on October 31, 1984, pursuant to resolution 843501, the City Council adopted the Good Faith Effort Plan which has been revised by resolution in 1989 and 1993.

Under the Plan, bidders / proposers are required to meet or demonstrate and document their efforts to meet established goals when competing for City of Dallas contracts. The Plan pinpoints administrative accountability and responsibilities within the City, formalizes the certification and goal setting process and establishes guidelines to ensure adequate demonstration of good faith efforts to obtain M/WBE participation.
